01 - Combine water, cinnamon stick, cloves, cardamom pods, peppercorns, sliced ginger, and star anise in a small saucepan and bring to a boil.
02 - Reduce heat and simmer for 5 minutes to extract spice flavors.
03 - Add black tea and continue simmering for 2 to 3 minutes.
04 - Stir in milk and honey or sugar, bring the mixture back to a gentle simmer, then remove from heat.
05 - Strain through a fine mesh sieve into mugs and serve hot, optionally garnished with ground cinnamon.
