01 - Rinse the rice under cold water until the water runs clear. Drain well to remove excess starch.
02 - In a medium saucepan, combine the rinsed rice, coconut milk, water, salt, and sugar if using. Stir thoroughly to incorporate.
03 - Place the saucepan over medium heat and bring the mixture to a gentle boil.
04 - Reduce heat to low and cover the saucepan tightly with a lid. Simmer for 15 minutes without lifting the lid.
05 - Remove from heat and let the rice sit, covered, for 10 minutes to complete the steaming process.
06 - Fluff the rice gently with a fork. Transfer to a serving bowl and garnish with toasted coconut flakes and chopped cilantro or scallions if desired.
